Textbook Worries

I am confused about the textbooks that are not being purchased this year for students due to cutting the budget. Can they legally get away with not having textbooks and will it not hurt the students?

The textbooks that were slotted to be replaced this year were math books. According to information provided by the Department of Education, the intention was to replace the math books because of compatibility issues with tests. However, the math books are in the fourth year of a six year cycle and it is likely that they would have to be replaced again in two years.
