Why No Liquor Stores in Dandridge?

I recently read that there are going to be five liquor stores in Jefferson City. That seems like an awfully lot for one small city. Why are none of them considering locating in Dandridge?

While Dandridge did pass the referendum on liquor by the drink, it did not include retail sales. Jefferson City passed both, so while Dandridge is not eligible for a package store, Jefferson City is eligible. It is my understanding that it was an oversight on the part of those that drew the petition. However, a new petition will have to be circulated and vote taken before Dandridge can have retail package stores.
