Building 8 Quality Oversight Committee Terminated; White Pine School QOC Holds First Meeting

The Jefferson County Quality Oversight Committee met Tuesday evening to address the final business of the Building 8 renovations and startup of the White Pine renovations. The first meeting, Building 8, began with an approval of minutes from December 15, 2015. A motion by Bradley (2nd Gaut) would approve the minutes. Next, Mike Dockery, Quality Control Adviser on the Building 8 project, gave a report on the current situation and his experience with the project. According to Dockery, some renovations are still being finished, including painting and the installation of new garage doors, but the major repairs to the building have been completed. Dockery additionally stated that Rentenbach had performed well throughout the renovations, and reports were readily made available to Dockery: he believes Rentenbach will still be involved for a number of weeks. Overall, Dockery claimed the project had been a good experience, and suggested that in the future, the Quality Control Adviser would be better implemented earlier in the project, so that they are not playing catch up with the construction.

Next on the agenda, Chairman David Seal gave some brief comments on Building 8. Seal thanked Dockery for his work and stated that Dockery had interacted well with teachers, workers, and all others involved with the project, offering clear, concise reports along the way. Seal also expressed satisfaction that the committee was always used for its intended purpose. Bradley would also comment that the committee had worked well, and stated his hope that Dockery would be chosen to work on the White Pine project. A final motion by Bradley to terminate the Building 8 Quality Oversight Committee was appropriately seconded and passed, ending the first meeting.

After a short recess, the White Pine Quality Oversight Committee was called to order, opening with the election of officers. The position of chairman was given to Gaut in a motion by Baxley (2nd Cavanah). David Seal was chosen as Vice Chairman in a motion by Cavanah (2nd Baxley), as well appointed Secretary in a motion by Baxley that was appropriately seconded.

Following the election of officers, Seal made a motion (2nd Cavanah) to add “design” to the job description of the Quality Control Adviser for the White Pine School project, reasoning that this would allow the QCA to be involved earlier. The motion passed. A following motion by Baxley (2nd Cavanah) would pass and set the committee’s next meeting to February 23rd, where interviews and a possible selection for the position of Quality Control Adviser would be conducted. This leaves the deadline for applications on February 22.

Lastly, Cavanah raised concerns over the scope of the QCA position, wanting to limit the position’s powers so that it would more difficult to overstep the authority of the position (as the QCA is supposed to report to the committee for any decisions). After some discussion, it was decided that there was no cause for concern, since the committee can redirect the QCA at any time. A final motion to adjourn by David Seal (2nd Baxley) would pass and close the meeting.

The Quality Oversight Committee for the Renovation and Addition to White Pine Elementary School will next meet on February 23, 2016 for interviews and a possible selection for the position of Quality Control Adviser. The deadline for applications is February 22nd.
