INVITATION TO BID – MOLD REMEDIATION AND REGULATED MATERIALS AND UNIVERSAL WASTE MANAGEMENT FOR THE JEFFERSON COUNTY EDUCATION BUILDING

INVITATION TO BID

1.  NOTICE IS HEREBY GIVEN THAT JEFFERSON COUNTY (OWNER) WILL BE ACCEPTING SEALED BIDS FROM QUALIFIED CONTRACTORS FOR THE MOLD REMEDIATION AND REGULATED MATERIALS AND UNIVERSAL WASTE MANAGEMENT FOR THE JEFFERSON COUNTY EDUCATION BUILDING LOCATED AT 1244 GAY STREET, DANDRIDGE, TN.  THE OWNER WILL RECEIVE SEALED BIDS ON DECEMBER 12, 2017, AT 2:00 P.M..EASTERN TIME AT THE JEFFERSON COUNTY FINANCE DEPARTMENT, 1244 GAY STREET, DANDRIDGE, TN.  BIDS WILL THEN BE OPENED AND TABULATED.  BIDS RECEIVED AFTER 2:00 P.M. WILL BE RETURNED UNOPENED.

2.  THE BIDS SHALL BE SUBMITTED ON THE BID FORM FURNISHED WITH THE BID DOCUMENTS.

3.  THE BIDS SHALL BE ACCOMPANIED BY A BID BOND PAYABLE TO THE OWNER FOR NOT LESS THAN FIVE PERCENT (5%) OF THE TOTAL BID PRICE, OR THE BID WILL BE REJECTED.

4.  THE BIDS SHALL BE DELIVERED IN A SEALED ENVELOPE SHOWING THE BIDDER’S NAME AND ADDRESS, PROJECT NAME, AND OTHER INFORMATION AS CALLED FOR IN THE INSTRUCTIONS TO BIDDERS.   IN ORDER TO BE CONSIDERED, THE BIDDER’S LICENSING INFORMATION MUST APPEAR ON THE OUTSIDE OF THE BID ENVELOPE, INCLUDING VALID CONTRACTOR’S LICENSE NUMBER; EXPIRATION DATE OF LICENSE; CLASSIFICATION AND LIMITATION APPLYING TO THE BID.  OTHERWISE, THE BID IS NOT TO BE OPENED OR CONSIDERED.  THIS APPLIES TO ALL BIDS EXCEEDING $25,000.  FOR FURTHER CLARIFICATION, PLEASE REVIEW THE STATUTE, TENNESSEE CODE ANNOTATED (T.C.A.) 62-6-119.

5.  THE BIDS SHALL BE SUBMITTED IN ACCORDANCE WITH THIS NOTICE AND THE INSTRUCTIONS TO BIDDERS AS SET OUT IN THE BID DOCUMENTS.

6.  BIDS SHALL BE RECEIVED FOR THE COMPLETE EXECUTION OF THE MOLD REMEDIATION AND REGULATED MATERIALS AND UNIVERSAL WASTE MANAGEMENT.

7.  THE EXECUTION SHALL BE IN FULL ACCORD WITH THIS NOTICE, BID DOCUMENTS, AND ANY AND ALL ADDENDA ON FILE AT THE JEFFERSON COUNTY FINANCE OFFICE.

8.  BID DOCUMENTS MAY BE EXAMINED FREE OF CHARGE.  BY CONTACTING LANGDON POTTS AT LPotts@JeffersonCountyTn.gov or JEFFERSON COUNTY’S WEBSITE, Jefferson countytn.gov UNDER GOVERNMENT/FINANCE DEPARTMENT/PURCHASING & RFP’S.

9.  BIDDERS MAY PURCHASE BID DOCUMENTS FROM THE JEFFERSON COUNTY FINANACE DEPARTMENT UPON RECEIPT OF ONE HUNDRED ($100.00) DOLLARS, PLUS APPLICABLE SHIPPING COSTS.  PURCHASE AND SHIPPING COSTS ARE NONREFUNDABLE.

10.  THE OWNER RESERVES THE RIGHT TO ACCEPT OR REJECT ANY AND/OR ALL BIDS, AND TO WAIVE ANY INFORMALITIES OR ERRORS IN BIDDING, FOR A PERIOD OF SIXTY (60) DAYS AFTER THE BID OPENING.

11.  SHOULD A SUCCESSFUL BIDDER WITHDRAW HIS OR HER BID OR FAIL TO EXECUTE A SATISFACTORY CONTRACT, THE OWNER MAY DECLARE THE BID DEPOSIT FORFEITED AS LIQUIDATED DAMAGES.
