Jefferson County Clerk Frank C. Herndon – County Officials Association of Tennessee (COAT) Outstanding County Clerk of the year for 2022

The County Officials Association of Tennessee (COAT) is pleased to announce that Jefferson County Clerk Frank C. Herndon has been selected as the Outstanding County Clerk of the year for 2022 at COAT’s annual convention. Mr. Herndon was selected from a pool of 95 county clerks in the state. COAT Executive Director, Rodney Archer said, “Frank has been an incredible resource to our association as an advocate and spokesperson for important legislative initiatives that benefit Tennessee. It is an easy decision to award someone who is pro-active in their official role and who works to ensure that all Tennesseans benefit from good local government.”

Mr. Herndon was also appointed to serve a one-year term on the Board of Directors of COAT representing the Tennessee Association of County Clerks. The Board oversees the financial and legislative initiatives of the association. The County Officials Association of Tennessee is a prominent advocate, voice, and resource for county officials from all counties across the state. COAT membership is comprised of State Court Clerks, County Clerks, Registers of Deeds, and County Trustees in Tennessee. The Association was founded in 1968 and continues to be a strong support for local government.

Mr. Herndon was first elected to serve the people of Jefferson County as their County Clerk in 2014. Since his election, he has obtained several distinctions including Certified Public Administrator, County Administrative Professional, a graduate of TN County Elected Officials Certificate Program, and the Local Government Leadership Program. In addition to his official role, he holds a Bachelor’s Degree in Business Administration from Carson-Newman University, serves as Chairman of the Boys and Girls Club of Dumplin Valley, and serves as a deacon at New Market Baptist Church.
