Jefferson County School Board Meeting Feb 28, 2013

Jefferson County Department of Education featureThe Jefferson County School Board met in a Regular Monthly Meeting on Thursday, February 28, 2013 in the Media Center of Jefferson County High School.

The Meeting was Called to Order by Chairman of the Board Potts. Absent from Roll Call was Board Member Vines.

Special Recognition was given to Director’s Gallery K-2 winner, Jasmine Ramos. Jasmine attends 1st grade at  White Pine School and her Art Teacher is Miranda Lewis.

Susan Roberts gave a presentation on Read across America. Roberts stated that there is a lot of activity in area schools this week regarding the literacy program.

Chairman Potts added the schematic drawings for Building 8 at Jefferson County High School to the Agenda. Director of Schools Edmonds stated that he would not object to pulling the item of consideration for Director’s contract from the agenda to allow time for consideration. He said that his current contract does not expire until 2015 and that, though the Board has the option of extension in March of every year, they were not required to act. Director Edmonds informed the Board that there is the possibility that the Tennessee Legislature could return to an elected Superintendent of Schools rather than an appointed Director and that could impact contract decisions. Edmonds stated that he is happy in the Jefferson County School System and that he is working toward implementing the goals that have been set.

Upon a Motion from Board Member Jarnigan and 2nd from Board Member Cavanah, the Board Approved the Agenda. Board Member Jarnigan request to pull the Varsity Basketball trip from the Consent Agenda. Motion to accept the Consent Agenda came from Board Member Rogers and 2nd from Board Member Lowery-Passed

The Jefferson County High School Basketball Coach informed the Board that the team was invited to play in a Tournament in the Bahamas and that the players will be raising travel funds. Motion to approve the trip came from Cavanah and was 2nd by Jarnigan-Passed.

Mock Trial Coach Cogdill infomed the Board that the team will be traveling to Nashville for State Competition.

Don McFarland addressed the 2011-2012 Activity Fund Audit Report stating that there is $886,000 with $412,000 in the General Fund and the remainder restricted. Director of Jefferson County Finance Helton stated that distributed Financial Statements for review. Jefferson County Schools Director of Business Affairs stated that the cost to purchase a triple wide portable that is currently leased to the school system and used at the Jefferson Academy is $78,500.

In an update from the Lewis Group, representatives stated that drawings for the renovation to Jefferson County High School have been submitted to the State Fire Marshal and they have been assigned to a reviewer in Nashville. The Contractor Manager is looking at bid packages and the plan is to begin the renovation project when school is out in May.

Upon a Motion from Bradley and a 2nd from Rogers the Board Approved on First Reading Policies 3.202, 6.201, 6.304, 6.4031, 5.117, and 6.309.

Bradley requested that items that are to be listed under New Business in the voting meeting be a part of the work session, to allow time for discussion. School bus purchases were removed from the agenda and will be addressed at a later date.

The Board Approved Three Resolutions-One on Extending School Bus Service ( Motion Bradley,2nd  Rogers), One regarding Charter School(Motion Jarnigan, 2nd Bradley) and One regarding School Vouchers( Motion Jarnigan, 2nd Rogers). Two Passed unanimously and one Passed 5-1 with Cavanah voting No (vouchers).

The Board Approved General and Federal Budget Amendments containing line item transfers and general housekeeping items.

Upon a Motion from Lowery and 2nd from Cavanah the Board Approved the 2013-2014 Jefferson County High School Curriculum Guide. Bradley requested that the Resolution be drawn for consideration supporting the Education Act of 1992 (appointed Director of Schools). It will be brought for review to the next work session.

The Lewis Group informed the Board that the costs associated with schematic drawings for improvements and renovation to Jefferson County High School Building 8 would be approximately $6,000. Construction for Building 8 is estimated at $1 million dollars, however is has not been placed for bid. Bradley made a Motion for funding not to exceed $6,000 for schematic drawings. 2nd Rogers-Passed with one abstention.

The Board received a draft of the 2013-2014 school year calendar. In the draft school starts for students on August 8, 2013.
