Jefferson County Budget Committee

The Jefferson County Budget Committee met on Monday, June 10, 2013 in the Historic Jefferson County Courthouse.  The Meeting was Called to Order by Committee Chairman Griffith, Absent from Roll Call was Committee Member Carmichael.

Following a successful Motion by Committee Member Mills and 2nd by Committee Member Maples to approve the Minutes, the Committee addressed the requests for Budget Amendments from the County Departments and the Schools.

Only one County Department request had a fund balance impact and the others were line item transfers that had no fund balance impact. The Libraries requested $5,000 for a matching grant for Parrott Wood Library in Strawberry Plains. Committee Member Dockery made a Motion to Approve the request of matching grant funds in the amount of $5,000 to be used on non real property (that can be moved) and contingent on grant and lease approval and the Motion Passed. Non fund balance impacting amendments on the County side were Approved.

Jefferson County Department of Education requested an amendment in the amount of $70,643 to come from School System Fund Balance for a 10% match for an E-Rate Grant. Committee Member Maples made a Motion to Approve the request and was 2nd by Committee Member Akard. The Motion Passed. The Committee Approved several Federal Fund line time transfers, as well as recognized $40,300 insurance recovery that was moved into Other Contracted Services.

In other action, the Committee Approved, upon a Motion from Akard and 2nd from Committee Member Beeler, a decrease in Commission Secretary’s hours from 30 to 28 and an increase in Commission Secretary salary from $10 per hour to $12.23 per hour to accommodate for holiday and vacation pay while remaining below the 30 hour threshold that would require health insurance benefits.

The Committee will meet on Thursday to resume consideration for the 2013-2014 budget.
