Projected Intermodal Costs To County Unavailable At Current Stage

The Jefferson County Public Service Committee met on Monday, June 10, 2013 in the Historic Jefferson County Courthouse.  The Meeting was Called to Order by Committee Chairman Tabor. Absent from Roll Call was Committee Member Carmichael.

Chairman Tabor informed the Committee that he had taken questions submitted by Committee Members and citizens to a representative of Norfolk Southern in regard to the proposed Intermodal. The representative addressed the issue of a start date for the project and projected costs that could be associated with road closures. Chairman Tabor stated that the representative had no start date for the project and stated that the project was not on the radar yet for the company. Particulars, including road closures and associated costs are not available at this time, due to the stage of the proposed project. The representative expressed to the Chairman that Norfolk Southern would likely look for Federal Grants for funding assistance, however there are no specifics available on road closures, though the representative conceded that something would likely need to be done concerning the road that is central in the project when and if the project progresses. Chairman Tabor inquired about the demolishment of buildings that were purchased by the railroad and was informed that it was company procedure to demolish empty buildings for safety and aesthetic purposes. Upon a Motion from Committee Member Turner and 2nd from Committee Member Dockery the Committee Approved tabling the issue. (Committee Member Barriero was absent for vote due to late arrival).

The Committee addressed the issue of a Dirty Lot Law and the particulars that might be a part of any resolution passed by the Pubic Service Committee. Previously, the Committee addressed the issue of a Dirty Lot Law but the recommendation of the Committee was struck down by the Full Commission. Committee Members expressed concern that a Dirty Lot Law could be too broad and would impact the rights of property owners. Committee Members will return with recommendations for action on a Dirty Lot Law at the next meeting of the Public Service Committee.

Following discussion with Jefferson County Sheriff McCoig, the Committee Moved to table the issue of a Noise Ordinance, due to concerns of enforceability and current laws that address excessive noise.
