IDB to tour available properties to assess viability for purchase

The Jefferson County Industrial Development Board met on Friday, September 27, 2013, in the Historic Jefferson County Courthouse.

The Meeting was Called to Order by Chairman Duignan. Present for Roll Call were Board Members Masters, Keck, Worley, Snodgrass, Kisabeth and Jenkins. With a Motion from Keck and 2nd from Worley, the Minutes were Approved. Jenkins presented the Financial Report stating a balance of $149,016, which was Approved with a Motion from Masters and 2nd from Worley.

Under Old Business, Masters stated that he is researching properties held by the County and will present a report to the Board at the next meeting.

Under New Business, the Board elected officers placing by acclamation Masters as Chairman, Duignan as Vice Chairman, Jenkins as Secretary and Keck as Treasurer. It was noted that two new members will be present at the October meeting-Danny Shelton and Alex Miller.

Per Board Policy, Masters assumed the position of Chair and led the remainder of the meeting.

Director of EDOC Wagley informed the Board that the US Marine Building has sold and stated that, following the trend, companies currently appear more interested in existing buildings than building from the ground up. Jenkins stated that it could be beneficial for the Board to consider local properties that are privately owned or bank owned, as a means of acquiring County owned property. Wagley stated that he does market all commercial property in Jefferson County, regardless of ownership, however cannot make concessions to attract economic growth with privately owned property. Wagley cautioned that some existing property may need upgrades that are extensive and cost prohibitive to the County. Masters stated that County purchase of private property could result in a property tax deficit that is substantial and consideration should be made for any property tax loss.

The Board will tour available properties to assess their viability for purchase.

Wagley stated that he is arranging a presentation for the Board regarding tax abatements and pilots. He stated that another presentation, Economic Development 101 by TVA, will be available for the general public and the Industrial Development Board.

One citizen requested information regarding fly overs around his property and was informed that the Board had no information on the issue.
