QCOC Offers Position to Carr

The Quality Control Oversight Committee for Jefferson County, which consists of three Jefferson County Commissioners and two School Board Members, met on Tuesday, February 23, 2016 in the Historic Jefferson County Courthouse. School Board Member Vines tendered his resignation from the committee. He will be replaced by the School Board at their next voting meeting. Committee Members in attendance were Chairman David Gaut, Commissioners David Seal and Randy Baxley, as well as School Board Member Judy Cavanah. Additionally, Ex Officio Member-Jefferson County Mayor Palmieri and Department of Education Director of Business Affairs Michael Phagan were on hand.

The thrust of the Tuesday evening meeting was to interview and select a Quality Control Advisor to oversee the White Pine School Renovation and Addition Project that is slated to begin this fiscal year. Three candidates turned in applications for the position-Mike Dockery who served as the QCA for the recent Building 8 renovation-Michael Brady, Inc representative Dan Brittain- and Kenny Carr, Owner of Carr Construction Co, Inc. Two applicants, Dockery and Brittain, were present for interviews. The third applicant, Carr, addressed the committee via letter, stating that he had a conflict that did not allow him to be present for the interview but reiterating his qualifications and interest in the position.

Following a brief interview session and deliberation, David Seal made a motion to employ Dockery for the position of QCA but his motion died for lack of a 2nd. Gaut then offered a motion to employ Michael Brady, Inc but his motion also died for lack of a second. Both Baxley and Cavanah expressed interest in keeping the position local if possible and noted strong references for Carr that included Chairman Gaut.. Baxley made a motion to employ Carr and was 2nd by Cavanah. The motion passed 3-1 with Seal voting No. Baxley also made a motion to have Carr work under a 1099, as a contract employ and his motion was 2nd by Seal. The motion passed unanimously.

By consensus the Committee decided to allocate funds for the position ( totaling $30,000) over a 14 month period and to structure the pay with $1000 per month for the first two and final two months, with a draw of $2600 per month for the remaining ten months, subject to agreement from Carr. Committee Members discussed the need for Carr to provide proof of insurance and a background check.

According to Phagan, the architect’s contract has not been finalized but they are entering the construction document phase. Design documents should be ready for submission to the Fire Marshal by mid March and they are planning to go out for a construction project manager soon. Phagan estimated that the renovation and addition to White Pine School would be a 10 month project but could be as long as 14 months.
