INVITATION TO BID – Jefferson County High School Culinary Arts Renovation Project

Invitation To Bid:

The Jefferson County Purchasing Department will be accepting Requests for Proposals (RFPs) for the Jefferson County High School Culinary Arts Renovation Project.

Bidders must obtain Plans, Specifications and Contract Documents from the Lewis Group Architects, 6512 Deane Hill Drive, Knoxville, TN 37919, Telephone 865-584-5000. All documents will be made available electronically by contacting Seth Schweitzer at sschweitzer@lewisgroup.net . No bid deposit is required, however obtaining the Contract Documents via the architect is mandatory in order to be on the official bidder’s list. Questions regarding this bid request shall be directed, in writing via e-mail, to Lewis Group Architects. All technical questions will be addressed by written addendum issued by the architect.

A pre-bid meeting will be held on Thursday, April 4, 2024 at 10:00 a.m. local time. The meeting will be held at 115 West Dumplin Valley Road, Dandridge, Tennessee, 37725. This is not a mandatory meeting, however Bidders are required to visit the Project site prior to the bid date.

Sealed proposals should be either mailed to the Jefferson County Finance Department to the attention of Purchasing Agent Julie Anglea at PO Box 1749 Dandridge, TN 37725, or dropped off at 1244 Gay St. Dandridge, TN 37725. RFPs will be accepted until 2:00pm ET; Thursday, April 25, 2024, at which time bids will be opened in the Finance Department Conference Room. All bids will be publicly opened and read aloud, and the contract awarded as soon thereafter as practicable. Proposals must be: 1) submitted in a sealed envelope; 2) envelope must be clearly marked and labeled “JCHS Culinary Arts Renovation Project”; 3) bid envelope cover sheet must be used, provided in the project manual, and include Full Name, Address, and Tennessee Contractor’s License Number.

All Bidders must be licensed Contractors as required by the “CONTRACTOR’S LICENSING ACT OF 1976,” and as passed by the 89th General Assembly of the State of Tennessee. Furthermore, the Contractor should have the necessary licensing classifications as listed in Rules of Tennessee Board for Licensing General Contractors-Chapter 0680-1. If awarded, successful vendor is required to provide Affidavit of Compliance with Tennessee Criminal History Records Check, Affidavit of Compliance with Drug Free Workplace, general liability insurance policy, and workers compensation liability policy. Awarded bidder must be in good standing with Jefferson County.

Each Bid must be accompanied by a certified check or by a Bidder’s Bond executed by the Bidder and a surety company licensed to do business in the State of Tennessee, in the sum of five percent (5%) of the amount of the Bid. The successful Bidder will be required to execute an acceptable performance and payment bond in the amount equal to one hundred percent (100%) of the Contract price prior to the execution of the contract.

Jefferson County Schools reserves the right to waive any informality in or to reject any or all bids and to accept the bid deemed most favorable to the interest of the school system.

Jefferson County assures that no person shall on the grounds of race, color, national origin, or sex, as provided by Title VI of the Civil Rights Act of 1964 and as amended, and the Civil Rights Restoration Act of 1987 (P.I. 100.259) be excluded from participation in, be denied the benefits of, or be otherwise subjected to discrimination under any program or activity receiving Federal Financial Assistance from the Tennessee Department of Transportation (TDOT).
