U.S. Marshals Arrest Man for Threats Against an Officer

On July 23, 2026, the U.S. Marshals’ Smoky Mountains Fugitive Task Force arrested Justin Allen Crum for threats against a public official and for absconding from his Tennessee Department of Correction probation status.

Crum, age 33, was charged with the state charge of Retaliation for Past Actions for threatening to kill Morristown Police Department Detective Pete Shockley and harm Shockley’s wife. The threats made were in retaliation for Shockley arresting Crum’s girlfriend, Jasmine Bell, on drug charges. Crum was located by deputy marshals hiding at a residence in the 2000 block of Inman Bend Road in Morristown and arrested without incident. The Morristown Police Department and Hamblen County Sheriff’s Office assisted in the arrest.

Crum has a lengthy criminal history including convictions in state and federal courts on narcotics and firearms charges, aggravated assault, and aggravated burglary. In 2018, Crum was charged with being a felon in possession of a firearm in U.S. District Court in Greeneville, TN. After his release from the U.S. Bureau of Prisons, Crum was again incarcerated for violating the conditions of his supervised release. Crum has since completed his federal supervised release. In 2023, Crum was convicted in state court for possession of methamphetamine with intent to sell.
Along with Detective Shockley’s duties as a Detective for the Morristown Police Department, he is also assigned as a Task Force Officer to the U.S. Marshals’ led Smoky Mountains Fugitive Task Force.

Eastern District of Tennessee U.S. Marshal David Jolley stated, “We will not tolerate threats to retaliate against and harm any officer, public safety official, or their family members. Crum is a dangerous offender who has been in and out of the criminal justice system his entire adult life. He is clearly a nuisance to society.”
Crum was transported to the Hamblen County Jail.
