School Board Commissioners Move Forward With JCHS Renovation

The Jefferson County School Board met for a Called Session on Thursday, May 9, 2013 at Jefferson County High School.  The Meeting was Called to Order by Chairman of the Board Potts. Absent from Roll Call were Board Members Lowery and Rogers.

Under Unfinished Business, Tony Pettit, of Rentenbach, addressed the Board concerning the guaranteed maximum price for the renovation of Jefferson County High School. Funding allowed $25,575,000 for the renovation project. The base bid was originally $21,689,015 and excluded preconstruction services ($50,000) -design fees ($1,013,011) – State Fire Marshal Fees($46,000)-Testing and Permits($150,000)-Owner FF&E($750,000) -bond issuance costs ($158,198) – track renovation ($250,000). Pettit recommended a change in roofing that would allow for a single manufacturer and continuity of roofing across the building. Chairman Potts stated that the roofing options had been considered at length and that one of the main goals and objectives of the renovation project was to address roofing needs. She said that savings with the next two bidders would be an increased cost savings but that the FiberTite membrane roofing appeared to better fit their needs. The FiberTite roof will have a 20 year warranty and have a savings of $60,409. Board Member Cavanah inquired about prevailing rates and was informed that they were not necessary in this project and that there is documentation to that effect.

Board Member Jarnigan made a Motion to accept the roofing change of a Voluntary Alteration to FiberTite with a savings of $60,409-2nd by Board Member Vines and Passed Unanimously.

Upon a Motion from Vines and 2nd from Board Member Bradley the Board Unanimously Approved a Guaranteed Maximum Price of $21,628,606 (including using lowest masonry bid and 5 %( $1.3 million) contingency with contract manager beyond owner contingency and with the $60,409 roofing deduction).

Board Members discussed using the lowest Masonry bid, in light of disatisfaction with some cosmetic work at Mount Horeb Elementary School. Significant savings ($600,000) the use of a masonry mock up and previous job satisfaction record factored into the decision to allow the use of Tom Brunton Masonry. Any insufficient work will be replaced at the expense of Tom Brunton Masonry.

Board Members discussed options that could be included and paid for with the $1,529,000 Owner Contingency. Board Member Bradley stated that the inclusion of a requested fly box space was not complete in design and total cost of the fly box was not yet available. He said that Jefferson County High School instructor David Seal provided useful information for design needs and was informed by the architects that the design was close and could be quickly completed. Bradley made a Motion to instruct architects to competent designs for fly space to be brought before the Board for consideration in two weeks. His Motion was 2nd by Jarnigan and Passed Unanimously.

Director of School Edmonds recommended that the Board approve design work to get pricing through the bid process for work in Building 8 that is not included in the Guaranteed Maximum Price for assessment when a firm amount of available funds from the contingency or other monies are known. Bradley made a Motion to obtain bid documents for Building 8 and was 2nd by Jarnigan. The Motion Passed Unanimously.

Director of Business Affairs for the Department of Education, Michael Phagan, provided the Board with preliminary schedules for classroom and pod movement during the renovation process. Security issues, regarding the influx of construction employees on site, were addressed and measures will be in place to provide for extended security.

Construction on the renovation project for Jefferson County High School will begin on May 28, 2013.
