50 Year Lease For Strawberry Plains Library Passes Committee

The Jefferson County Facilities Committee met on Monday, April 29, 2013 in the Historic Jefferson County Courthouse. The meeting was Called to Order by Committee Chairman Turner. Absent from Roll Call was Committee Member Dockery.  Upon a Motion from Committee Member Tabor and 2nd from Committee Member Griffith the Minutes were Approved. The Agenda was Approved by Consent.

Chairman Turner stated that he would like the Facility Committee to be notified when events that are related to the Committee’s area of interest are planned in the community.

Strawberry Plains resident Jack Kramer addressed the Committee regarding progress at the Strawberry Plains Library. The Committee was informed that there had been a handshake agreement that, should the proposed lease agreement between the County and the Parrott family (owners of the library building and property) be broken, improvements to the building would come back to the community contributors. A 50 year lease was proposed and had been vetted by the County Attorney. The lease was necessary for application for funding such as grants. Griffith made a Motion to Approve the lease agreement and was 2nd by Tabor-Passed.

Department of Education Director of Business Affairs, Michael Phagan, addressed the Committee and provided information on portables, including costs that are associated with continuing to lease rather than purchase portables.

Phagan stated that, to his knowledge, there have been no TOSHA complaints filed against the Department of Education. Jefferson County Facilities and Safety Director, David Longmire, stated that there had been 2 recent TOSHA complaints filed against the Sheriff’s Department. According to Longmire, who is the charged with officially addressing any TOSHA reports, the two issues have been resolved. He stated that there was one other recent compliant filed but it was a wage and hour issue rather than building or employee safety. Jefferson County Finance Director Helton stated that the wage and hour complaint had been addressed.

Director Longmire stated that three buildings that are currently held by Tennova but are in the process of reverting to Jefferson City and Jefferson County have not yet been transferred. The transfer issue is presently with legal council to work out transfer details.

Due to limited time, Committee Member Griffith made a Motion to roll the remaining Agenda items to the next meeting. The Motion was 2nd by Committee Member Carmichael and Passed.
