Jefferson County Budget Committee Sends Refinancing Resolution To Commission

The Jefferson County Budget Committee met for their Regular Monthly Meeting on Monday, March 10, 2014, in the Historic Jefferson County Courthouse.

The meeting was Called to Order by Budget Committee Chairman Griffith. Absent from Roll Call were Committee Members Maples and Blevins. No citizens requested to address the Committee.

Following a Motion by Committee Member Akard and 2nd by Committee Member Baxley the Minutes from the January 27, 2014 meeting were Approved.

Jefferson County Director of Finance Helton brought seven budget amendments before the Committee for consideration.

With a Motion from Akard and 2nd from Committee Member Dockery, the Committee Approved a County General Fund Amendment that included State Department of Health Tobacco Settlement, Insurance claim payments, line item transfers and general finance housekeeping.

Committee Member Carmichael made a Motion to Approve an amendment to the Highway Department budget for deicing salt and to begin bridge repair in the White Pine area and was 2nd by Baxley. The Motion Passed.

Jefferson County Schools had five amendments, two for General Purpose, two for federal programs and one for renovation fund for Jefferson County High School. Committee Member Akard made the Motion to Approve both General Purpose Amendments and was 2nd by Dockery. The amendments included grant reimbursements and insurance recovery and both were Passed.

Two Federal Purpose Amendments regarding grants were Approved with Motions and seconds from Akard and Carmichael.

Upon a Motion from Carmichael and 2nd from Akard the Committee Approved an amendment for Jefferson County High School Renovation for recovery for a fire hydrant.

The Committee Approved Resolution 2013-30 for a three year interfund loan, amended with a Motion from Dockery and 2nd from Carmichael for the County to retain ownership pending repayment of the loan, for the purchase of a triple wide modular for $68.033, with a Motion from Committee Member Beeler and 2nd from Committee Member Baxley.

Resolution 2014-08, for a general obligation refunding bond in the amount of $4,775,000 was Approved with a Motion from Akard and 2nd from Carmichael.
